The German press is apparently reporting that Iran offered a trade of oil and natural gas to North Korea in exchange for help building nuclear missiles:

Der Spiegel reported that a senior Iranian official in mid-October made the proposal during a visit to Pyongyang. The magazine said it was unclear how the North responded.

The IAEA is clearly responding with, um, "dialogue."
